Request for Applications: 21st Century Community Learning Centers - Elementary & Middle Schools
California's 21st Century Community Learning Centers (21st CCLC) Program provides funding to create incentives for establishing before-and after-school enrichment programs that partner schools and communities to provide academic and literacy support and safe, constructive alternatives for youth. Each program must consist of three elements: academic assistance, educational enrichment, and family literacy services. Programs must operate during every regular school day and may operate during summer, intersession, or vacation days.

Job Opening with the California Afterschool Network. Join Our Team!
The California AfterSchool Network is seeking an Assistant to provide primary administrative support to assigned projects and to the business office. Assist with: planning; coordination of all travel and procurement arrangements and reimbursements; conference, workshop, and event planning; development of all aspects of publications/promotional materials; developing and maintenance of various mandated databases of school-site programs, consultants, and participants; project mailings, correspondence and formatting all institute materials; serving as primary liaison to project participants, (i.e. teachers, school district staff) regarding policy and procedures for the California AfterSchool Network. The application deadline is November 24, 2008.

Celebrate Lights on Afterschool!

Lights on Afterschool!
If you are hosting a Lights on Afterschool event at your site, don't forget to register your celebration with the National Lights on Afterschool Project. California currently has over 150 registered events! Lights On Afterschool (LOA), a project of the Afterschool Alliance, is celebrated nationwide to honor the importance of after school programs for America's children, families and communities. This year the 9th annual Lights on Afterschool will be held on October 16, 2008. Last year over one million Americans celebrated Lights on Afterschool at over 7,500 nationwide events. This year, the Empire State Building will be lit up on October 16, 2008 in honor of the event, sending a message that it is important to America’s youth and families to keep the lights on after school. Update from the Policy Committee

Here is the rundown on after-school related bills, now that the Governor’s deadline to sign bills has passed.

As expected, the Governor vetoed AB 1526, a measure that would have put the Proposition 49 after-school funding guarantee back on the ballot for voters to reconsider. See the veto message at http://gov.ca.gov/pdf/press/AB1526_CommitteeonBudget_Veto_Message.pdf

The concerns voiced by the after-school community helped ensure this outcome. However, this year's experience teaches us that Proposition 49 can easily come under attack like all other programs, especially during a difficult budget year. It is critical to keep reminding state legislators about the significant value of after-school programs.
The Governor unfortunately also vetoed SB 1674 (Torlakson), which would have clarified that (a) After School Education and Safety (ASES) program grantees may operate on weekends with their base grants; and (b) ASES grantees must accommodate some administrative costs of subcontractors. The Governor did sign into law Assembly Concurrent Resolution 134 (DeSaulnier), which will establish a Legislative Task Force on Summer and Intersession Enrichment.

The Policy Committee will convene its next regularly scheduled conference call on Wednesday, Oct 23 at 10 AM. More details will follow, as the date approaches.

The Network Policy Committee is following this issue very closely and will inform the field as new information arises.

California Afterschool Network Launches Peer-to-Peer Mentoring Project
The California Afterschool Network launched their Peer-to-Peer Mentoring Project on Saturday, September 20, 2008. Mentors attended an all-day training to learn practical strategies for assisting mentees. Steve Trautman, Solutions Strategies, presented the training. Steve is the author of the Peer Mentoring Workshop and the book Teach What You Know: A Practical Leader’s Guide to Knowledge Transfer. Steve created his Peer Mentoring Workshop while working at Microsoft as a way to respond to his team’s needs. On Saturday, Steve provided the mentors with tools to improve communication, knowledge transferal and the delivery of on-the-job training. Steve will be conducting another Mentor Training in Southern California on Saturday, September 27, 2008. If you are interested in learning more about the project click here.

Potential Changes to Proposition 49 (ASES) Would Allow Legislators to Reduce or Eliminate ASES Funding
The State Legislature’s Budget Conference Committee composed of members or the California State Senate and Assembly, adopted language for a budget trailer bill that attempts to repeal the guaranteed funding allocation in Proposition 49, the After School Education and Safety (ASES) program, which currently funds over 3,800 after school programs statewide. This language goes further than originally proposed by either house of the Legislature. It would submit an initiative to the voters that would give the Legislature the authority to substantially reduce after school funding or eliminate the state’s after school programs altogether. If placed on the November Ballot and passed by California voters, the initiative would end the guaranteed continuous appropriation for ASES programs, and funding levels would be set annually by the Legislature. In order to move any further, this measure would have to be part of a budget passed by a two-thirds vote of the full Legislature, and be signed by the Governor, before moving to the ballot. If passed by voters in November, this initiative could impact 2009-2010 after-school funding.
