Update from the Policy Committee

Here is the rundown on after-school related bills, now that the Governor’s deadline to sign bills has passed.

  1. As expected, the Governor vetoed AB 1526, a measure that would have put the Proposition 49 after-school funding guarantee back on the ballot for voters to reconsider.  See the veto message at http://gov.ca.gov/pdf/press/AB1526_CommitteeonBudget_Veto_Message.pdf

    The concerns voiced by the after-school community helped ensure this outcome.  However, this year's experience teaches us that Proposition 49 can easily come under attack like all other programs, especially during a difficult budget year.  It is critical to keep reminding state legislators about the significant value of after-school programs.

  2. The Governor unfortunately also vetoed SB 1674 (Torlakson), which would have clarified that (a) After School Education and Safety  (ASES) program grantees may operate on weekends with their base grants; and (b) ASES grantees must accommodate some administrative costs of subcontractors.   3. The Governor did sign into law Assembly Concurrent Resolution 134 (DeSaulnier), which will establish a Legislative Task Force on Summer and Intersession Enrichment.

The Policy Committee will convene its next regularly scheduled conference call on Wednesday, Oct 23 at 10 AM.  More details will follow, as the date approaches.

The Network Policy Committee is following this issue very closely and will inform the field as new information arises.

Leadership Team Establishes New Nutrition and Physical Activity Committee: Join Today!
The California Afterschool Network Leadership Team is pleased to announce the creation of the new Nutrition and Physical Activity Committee. This committee will create a forum for individuals who are concerned with the issues of nutrition and physical activity in after school programs. The committee will be co-chaired by Leadership Team members, Arnell Hinkle of CANFIT and Howard Jacobs from Save the Children. Given the increased attention surrounding the health and well-being of youth, the Network sees this new committee as a platform for collective work. CASRC Accepting Applications for 2008-2009 Material Review Board
The California After School Resource Center (CASRC) is accepting applications for their 2008-2009 Material Review Board (MRB). MRB members evaluate K-12 instructional materials to help CASRC select the best resources for California schools and after school programs. Teachers, after school program staff, health educators, school health providers, and university faculty are encouraged to apply.
