The Expanded Learning Division (EXLD) of the California Department of Education (CDE) is pleased to announce the release of the Nita M. Lowey 21st Century Community Learning Centers (CCLC) and High School After School Safety and Enrichment for Teens (ASSETs) Programs Request for Applications (RFA) for funding beginning in the 2024–25 state fiscal year. The federal 21st CCLC Program is authorized by Title IV, Part B of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act of 2015.

The 21st CCLC funding is for elementary or middle school programs that support the creation of community learning centers that provide academic enrichment opportunities during non-school hours for children, particularly students who attend high-poverty and low-performing schools and their families.

The ASSETs funding is for high school programs that create pathways for establishing locally driven after-school enrichment programs where partner schools and communities provide academic support and safe, constructive alternatives for high school students in the hours after the regular school day and that support college and career readiness.

The 21st CCLC and ASSETs RFA (now a single RFA) can be found on the CDE Funding and Fiscal Management web page at RFA: 21st CCLC Elementary/Middle & 21st CCLC ASSETs (CA Dept of Education).

The RFA will provide background and details of all of the application requirements. Please note the RFAs have merged into one single RFA, but applicants must still submit separate applications for the 21st CCLC and ASSETs programs. The original application packet must be postmarked on or before Thursday, November 16, 2023, and mailed to the EXLD. Postmarks will be honored.

In-person delivery of applications to the CDE is not allowed; all applications must be mailed.
