ASES Rate Increase Bill (SB 78) Introduced by Connie Leyva

On January 11, 2017 California State Senator Connie Leyva, member of the Senate Education Committee and Vice Chair of the Women’s Caucus introduced SB 78, which seeks to increase funding for the After School Education and Safety (ASES) program—the main after school funding mechanism in California.  SB 78 would continuously appropriate an additional $99,305,000 to the California Department of Education for the ASES program beginning in the 2018-19 fiscal year, and each fiscal year after that, with ongoing funding increases paired simultaneously with minimum wage increases to ensure that programs remain solvent. Senator Leyva stated, “When 67,000 students could potentially lose access to afterschool programs, I firmily believe that it is vital for state leaders to back efforts to reinforce these successful programs.” The Senate Rules Committee will soon assign the bill to the appropriate Senate policy committee(s) for consideration. Learn more about this bill and the campaign to Save After School.

Child and Adult Food Program Recommendations

The United States Department of Agriculture (USDA) Food and Nutrition Service recently released new guidance to extend the flexibility to allow participants in the at-risk afterschool component of the Child and Adult Care Food Program (CACFP) to take certain food items off site, often referred to as the ”Traveling Apple Policy.” This allowance only applies to the at-risk afterschool component of the CACFP and improves consistency among the Child Nutrition Programs. The guidance states that children can take one vegetable, fruit or grain item off site to eat at a later time but must be from the child’s own meal or snack or left on a shared table by another child that did not want it. The California Department of Education’s Expanded Learning Division encourages grantees who are currently serving meals through the CACFP to review the memo attached, and to communicate and coordinate with their school nutrition services representative on implementation of the provision. For more information visit the CDE website and read the CAN post summarizing these policy changes.

LIAS Blog: Youth Development 2.0

The Learning in Afterschool & Summer recently published the blog Youth Development 2.0. The blog reviews the historical arc of youth-serving programs and funding shifting from prevention programs focused on youth as “problems about to happen” toward a positive youth development approach rooted in a focus on child/youth assets while providing safe environments, forming positive relationships, and offering activities that were meaningful to young people. The blog examines the evolution of positive youth development and contextualizes new movements related to growth mindsets, non-cognitive skills, social emotional learning, soft skills, 21st century competencies, grit, character building, pro-social behavior, etc. as a new evolution in positive youth development, or “Youth Development 2.0.”   Click here for the complete article.
