Gloria Halley is the Regional Director at the Butte County Office of Education. She earned a Bachelor of Arts degree in Psychology and Sociology from California Baptist University. and has more than 25 years of experience in health promotion, community development, and education. She currently serves as the Region 2 Lead for the California Department of Education’s Expanded Learning Division, supporting the statewide System of Support for Expanded Learning.
In this role, Gloria supports state- and federally funded before-school, after-school, and summer learning programs serving elementary, middle, and high school students across nine Northern California counties: Butte, Glenn, Tehama, Shasta, Trinity, Siskiyou, Modoc, Lassen, and Plumas.
A highly regarded trainer, coach, mentor, and consultant, Gloria has led numerous school-community initiatives focused on substance use prevention, Latino gang prevention, youth development, and social-emotional learning. She has served on the Chico Police Chief’s Advisory Board under seven Chiefs, is a founding member of the Boys & Girls Club of the North Valley, and serves as the Northern California Regional Consultant for SEL4CA. Through professional development, capacity-building, and community engagement, Gloria empowers educators, youth, and local leaders to strengthen communities and improve outcomes for children and families.
She is the proud mom of two exceptionally gifted sons who have blessed her with five wonderful grandchildren, and she spends much of her free time at their baseball games, concerts, dance performances, and family trips.
