Regional Director, Region 2 Expanded Learning Services, Butte County Office of Education

Gloria Halley, Regional Director with the Butte County Office of Education, graduated from California Baptist University, earning a B.A. with a double major in Psychology and Sociology.  She has been in the field of Health Promotion, Community Development, and Education for over twenty-five years.  She currently serves as the Region 2 Lead for the statewide System of Support for Expanded Learning within the California Department of Education’s Expanded Learning Division.

In her role, she provides support services for state and federally funded before school, after school, and summer learning programs that serve elementary, middle school, and high school students in nine northern counties: Butte, Glenn, Tehama, Shasta, Trinity, Siskiyou, Modoc, Lassen, and Plumas.  

Gloria is a highly regarded trainer, coach/mentor, and consultant. She has successfully facilitated several school-community initiatives, i.e., Alcohol, Tobacco and Other Drug Prevention programs; Gang Prevention in the Latino communities; she was a member of the Chief’s Advisory Board for the Chico Police Department and served under seven Chiefs; she is a founding member of the Boys & Girls Club of the North Valley; is a leader of youth development programs; is the Regional Consultant for Northern CA with the SEL4CA to promote Social Emotional Learning (SEL) and advocate for Science, Technology, Engineering, Arts and Math (STEAM) focused initiatives. She conducts numerous professional development and skill-building trainings throughout the region and state to build the capacities of education professionals and local residents.  She successfully mobilizes citizens (including youth and adults) to be proactive about their schools and neighborhoods. She assists in leveraging resources to yield positive outcomes, thereby enhancing the quality of life for all individuals.
