Sarah Billingsley, Ed.D., serves as Senior Director, Intersegmental Student Success at the Foundation for California Community Colleges, where she leads initiatives that strengthen collaboration across California’s public education systems. Her work focuses on connecting K–12 schools, expanded learning programs, community colleges, universities, state agencies, and community partners to improve student success and create more seamless pathways for learners.

Previously, Dr. Billingsley served as Chief of Staff to the President at Sacramento State, where she led major institutional initiatives and provided strategic leadership across communications, government and community relations, operations, and organizational effectiveness. With more than 25 years of experience spanning education, nonprofit, and public-sector leadership, she is passionate about advancing educational equity and fostering the partnerships needed to help all young people thrive.
