Expanded Learning Opportunities Program (ELO-P): Prioritizing Access to Unduplicated Pupils
Governor Newsom signed AB 2107 (Pellerin) on September 27, 2026.
This assembly bill makes one addition to Education Code Section 46120 (ELO-P). AB 2107 was chaptered on September 27, 2026. “Chaptered” means the bill passed both houses of the Legislature, was certified by the Senate Secretary and Assembly Chief Clerk, signed by the Governor, and filed with the Secretary of State, making it part of California law.
The addition is found in the new subdivision (b)(2)(B), which directs LEAs (local educational agencies) to prioritize access for unduplicated pupils to Expanded Learning Opportunity Programs, including, but not limited to, specialized outreach to the parents and guardians of unduplicated pupils and assistance with enrolling unduplicated pupils.
The full text of the new subdivision says: “For purposes of subparagraph (A), local educational agencies shall prioritize offering access to unduplicated pupils, which may include, but is not limited to, specialized outreach to the parents and guardians of unduplicated pupils and providing assistance with enrollment of unduplicated pupils.”
“Unduplicated pupil” has the same meaning as in Section 42238.02. “Unduplicated pupil” means a pupil enrolled in a school district or a charter school who is either classified as an English learner, eligible for a free or reduced-price meal, or is a foster youth.
