The California Department of Education (CDE) would like to remind you about the critical deadline regarding the expenditure of fiscal year 2023-24 funds for the Expanded Learning Opportunities Program (ELO-P).

California Education Code Section 46120 (c)(B) requires each local educational agency that received an allocation pursuant to subparagraph (A), (B), or (C) of paragraph (1) for the 2023-24 fiscal year shall report final expenditures to the department on or before September 30, 2025.

Letter to Authorized Agents and Chief Business Officials 

On June 6, 2025, a letter was sent to Authorized Agents and Chief Business Officials. The subject of the letter stated “Coming Soon! Expanded Learning Opportunities Program Expenditure Report & Deadlines for Fiscal Year 2023-24 Funds”.

Important Dates and Deadlines

Local educational agencies (LEAs) are required to submit an expenditure report to the CDE:

• June 30, 2025: Liquidation Deadline. All FY 2023-24 ELO-P funds must be expended.
• July 1, 2025: ELO-P Expenditure Report Portal opened at 7:00 AM
• September 30, 2025: ELO-P Expenditure Report due. The portal closes at 11:59 PM

LEAs will submit the expenditure report by accessing the online portal: http://www2.cde.ca.gov/elop.
