Due to the delay in the release of the grant award notifications because of applying the rate increase from the California American Rescue Plan Elementary and Secondary School Emergency Relief (ARP ESSER) funding, the California Department of Education (CDE), Expanded Learning Division (EXLD) has had to revise our standard 21st Century Community Learning Centers (CCLC) payment schedule for fiscal year (FY) 2021-22.  

We will be processing a combined 2nd payment of 25% and 3rd payment of 15% to bring everyone that is eligible up to a 90% payment based on the business rule reflected on the payment schedule below. This will bring everyone that is eligible back in alignment with our regular payment schedule timeline. These payments will be processed the week of May 23—27, 2022. 

If you did not meet the business rule after the third quarter expenditure report that was due on April 30, 2022, we will reassess the business rule again after the fourth quarter expenditure report that is due July 31, 2022, and bring anyone eligible at that time up to a 90% payment.

Reporting Requirements

50 Percent

Payment will be processed after July 1, within 30 days upon the California Department of Education’s receipt of a signed Grant Award Notification (AO-400). Payment was processed after March 1st upon receipt of the First and Second Quarter Expenditure Reports.

25 Percent

Payment will be processed after May 1 upon receipt of the First Semiannual Attendance Report and the third Quarter Expenditure Report. If 80 percent of the previous payments have been expended (80 percent of 50 percent).

15 Percent

Payment will be processed after May 1 upon receipt of the Third Quarter Expenditure Report. If 80 percent of funds of the previous payments have been expended (80 percent of the 50 percent) the grantee will receive a combined 2ndand 3rd payment to bring them to 90 percent of their grant award and back in alignment with our normal payment schedule timeline. 

10 Percent

Payment will be processed after August 15 upon receipt of the Second Semiannual Attendance Report and Fourth Quarter Expenditure Report. If all required reports have been submitted and grant expenditures exceed 90 percent of the grant amount, the grantee will receive the final 10 percent payment.
