There’s been a lot of movement in both state and federal policy over the past few months. It’s easy to feel overwhelmed by the constant stream of updates and the questions they raise about the work we care so deeply about. Our families and communities are feeling this too, and that’s completely understandable.

In times like these, staying connected to our purpose is more important than ever. We are a field rooted in care: we show up for children, youth, and those who need support the most. We encourage folks to stay grounded in our “why,” stay informed in manageable ways, and extend compassion to ourselves and others. Together, we can continue to move forward.

May Revise Invests More Into Expanded Learning!

May Revise has come! Governor Newsom delivered his May Revision of the California state budget on May 14th.

We are grateful for our Governor’s commitment to education and are happy to see more investment in Expanded Learning funding!

What is the May Revise?

The May Revision, also known as the May Revise, is an update to the governor’s proposed budget released in January. This revision reflects an updated economic and revenue outlook that affects us all. California state law states it must be released before or on May 14th. 

This high-level summary indicates changes to the January proposal; it is not detailed and does not include all budget items.

ELO-P Updates
May 2025

SB-153 the “Education Omnibus Budget Trailer Bill” for the 2024-25 Fiscal Year (FY) was signed into law on June 29, 2024 resulting in several impacts to Expanded Learning. Since the passage of this budget trailer bill the California Department of Education (CDE) has been working to provide additional guidance and instructions to districts on various topics including:

  • Attendance Recovery
  • ELO-P Expenditure Deadlines & Reporting
  • Returned Funds & FY 2024-25 Rate 2 Increases

Federal Budget Updates
May 2025

Currently, Congress is navigating two budget processes: FY 25 Appropriations (Oct 1, 2024 – Sept 30, 2025) and FY 26 Appropriations (Oct 1, 2025 – Sept 30 2026).

FY 25

On Thursday, May 22, the U.S House of Representatives passed its Reconciliation Bill. This process is typically used when the Executive Branch’s (the president’s) party is the majority in the Senate and the House but doesn’t have the necessary votes to pass fiscal legislation. This will allow for this legislation to pass quickly, aligning with the priorities of the current administration.
