Important Federal Budget Updates & Impacts on 21st CCLC
July 1, 2025

Capitol Building

Yesterday afternoon (June 30), the US Department of Education notified state education agencies that the congressionally appropriated and mandated funds that were set to be released on July 1st (today!) are being withheld to review that they are in accordance with the President’s priorities. This is illegal, unprecedented, and wrong.

Congress appropriated these funds, the President signed them, and the allocations are set by a statutory formula – there should be no need to review or delay. The $6.2 billion that are being withheld across the country will affect programs including 21st Century Community Learning Centers, Supporting Effective Instruction and Academic Enrichment, Migrant Education, and English Language Acquisition.

In California, over $800 million in federal funding is being withheld, which represents about 17% of California’s federal education budget. $146 million in 21st Century Community Learning Center funding will be held, which provides the funding for summer programs that started today and is the only dedicated funding stream for high school students in afterschool and summer learning programs.

May Revise Invests More Into Expanded Learning!
Additional $525.5 M for Expanded Learning

California May Revise graphic with poppy flowers and CAN logo

May Revise has come! Governor Newsom delivered his May Revision of the California state budget on May 14th.

We are grateful for our Governor’s commitment to education and are happy to see more investment in Expanded Learning funding!

“Here’s a program that I’m deeply prideful of as well. So much attention was rightfully placed by a previous administration, Govenor Arnold Schwarzenegger. There’s a lot of credit for afterschool programs. We’ve 10Xed that.” -Gavin Newsom.

What is the May Revise?

The May Revision, also known as the May Revise, is an update to the governor’s proposed budget released in January. This revision reflects an updated economic and revenue outlook that affects us all. California state law states it must be released before or on May 14th.

This high-level summary indicates changes to the January proposal; it is not detailed and does not include all budget items.

Keeping kids safe, engaged, and learning so parents can return to work.

Last week California Governor Gavin Newsom released his revised state budget proposal. While we appreciate the Governor for his leadership in addressing the COVID-19 pandemic and appreciate the difficult decisions involved with balancing the budget in the current climate, his proposed cut to afterschool programs would be a huge setback for children and families in California who are already disproportionately affected by the current crisis.

Afterschool Fights Crime

We know the life-changing impact afterschool programs can have on children, families, and communities.

A couple of weeks ago Fight Crime: Invest in Kids released a new report that reinforces the vital role that afterschool programs play in turning the hours after school, and before parents return home from work, into a time of learning and growth for our young people.
