Governor Newsom’s Proposed Budget Includes $62.4M Increase for ELO-P!

Newsom’s proposed budget for Fiscal Year
2026-27 reflects an ongoing dedication to education and Expanded
Learning! The Governor’s
Budget & Budget Summary, released on January 10, 2026,
includes a $62.4 million increase, bringing
the total ongoing funding for ELO-P to $4.7
billion.
Currently, LEAs that serve students in TK-6th grade receive ELO-P funding to provide access to Expanded Learning opportunities for these students:
- Tier 1 LEAs (those with 55% or more Unduplicated Pupils): must offer and provide access to Expanded Learning opportunities for ALL TK-6th grade students. Currently, Tier 1 LEAs receive $2,750 per unduplicated pupil.
- Tier 2 LEAs (those with less than 55% Unduplicated Pupils): must offer and provide access to Expanded Learning opportunities for ALL UNDUPLICATED TK-6th grade students. Currently, Tier 2 LEAs receive a variable amount per unduplicated pupil, based on the availability of program funding. As of FY 25-26, the intent is for this rate to be no less than $1,575 per unduplicated pupil.
The Governor’s Budget proposes an additional $62.4 million ongoing funding to provide a guaranteed $1,800 per pupil for Tier 2 LEAs to stabilize the rate.
All other Expanded Learning funding is proposed to continue at current rates and funding amounts.
A few other key proposed budget increases in education include:
- $1 billion for Community Schools.
- 2.4% cost-of-living adjustment (COLA) for the Local Control Funding Formula.
- $40 million to continue support screenings for all K-2 for dyslexia and other reading difficulties.
- $89.1 million for a cost-of-living adjustment (COLA) for subsidized child care providers.
- One time $250 million for teacher residencies.
- $509 million on going for special education.
- One time $100 million for career and college pathways.

What’s Next?
This is just the beginning of the budget process, and we will have more detailed information with upcoming budget trailer bills (expected to be released in early February) and discussions during legislative committee hearings. Afterward, we’ll see a revised budget during the May Revise, and the final budget will be signed in late June.

Childcare Funding Freeze
Effects 5 states including California
Last week, the Trump Administration announced it would freeze federal Child Care funding for the following 5 states: California, Colorado, Illinois, Minnesota, and New York. In response, all 5 states filed a lawsuit, and a federal judge blocked this freeze for 14 days while this goes through the courts.
Supporting Community Schools
While California Leaders continue to invest and support Community Schools, federal funding is at risk!
Full Service Community Schools (FSCS) grants were discontinued for a number of state grantees in mid-December. While some states appealed and had funding reinstated before the end of the year other grantees were denied appeal, with some pursuing lawsuits against the administration.
