The Ecosystem Plan Design Team has been hard at work planning the next steps of developing the Ecosystem Plan. Collective imagination gives us the power to envision more than isolated programs; it allows us to design systems that connect schools, afterschool, housing, health, and nutrition. With California’s historic investments, this moment calls us to move beyond competition and toward collaboration, building pathways where every young person can learn, belong, and thrive.
Why This Matters
California is investing $4 billion in Expanded Learning for TK–6 students, a historic opportunity to reimagine how we support children and families. At the same time, protecting 21st Century Community Learning Centers (21st CCLC) is critical to ensure high school youth aren’t left behind.
This moment demands alignment: investments in schools, afterschool, housing, health, and nutrition must work together so every young person has access to safe, enriching opportunities.

Multi-sector leaders from education, health, housing, nutrition, youth development, and more are coming together to shape the future of California’s Expanded Learning Ecosystem through 3 convenings and virtual workgroups to keep the momentum moving.
This isn’t just another meeting—it’s a rare opportunity to co-design California’s next chapter for youth well-being at the intersections of our work.
The Ecosystem Advisory team will:
- Build strategies that connect school-day and Expanded Learning.
- Partner with community-based organizations to deepen and expand supports.
- Protect and elevate 21st CCLC funding for older youth.

We are excited to share our new Newsletter Spotlights! Every month, we will highlight the incredible work happening in the Expanded Learning field. From innovative programs to inspiring leadership, these spotlight stories showcase the people and regions making a difference for children, youth, and families across California.
Here’s the Plan
- Each month, we will alternate spotlighting either a Site Coordinator or a System of Support for Expanded Learning (SSEL) Region. We hope to begin with an SSEL Spotlight in October and a Site Coordinator Spotlight in November.
21st CCLC Update
August 14, 2025
The CDE Expanded Learning Division shared a message today to 21st CCLC and ASSETs Grantees with the information below.
The California Department of Education (CDE) has received the Grant Award Notification (GAN) from the U.S. Department of Education for the 21st Century Community Learning Centers (CCLC). This GAN was held in the Office of Management and Budget on June 30. CDE expected to receive the GAN on July 1. CDE received the GAN on July 18. This will cause a delay in sending GANs to all grantees. Issuing the GANs involves approval through many CDE Divisions. This will take over two months, as it does each year. The CDE is diligently working to create and disseminate the GANs.
Reminder: 2024–25 Annual Outcomes Based Data for Evaluation and Continuous Quality Improvement (CQI) Report Due Soon!

The CDE Expanded Learning Division (EXLD) shared a second reminder that the 2024–25 Annual Outcome-Based for Evaluation and Continuous Quality Improvement (CQI) Report is now open for submission.
The 2024–25 Annual Outcome-Based Data for Evaluation and CQI Report is due Tuesday, September 30th, 2025.

Attendance Recovery Resources

School districts statewide are preparing to implement California’s new Attendance Recovery policy, which helps LEAs recover lost ADA funding and learning by offering extra academic support outside school hours. Attendance Recovery programs are optional and can be offered in conjunction with ELO-P to realize fiscal efficiencies and expand student access to ELO-P. Below are a few resources to support the development and implementation of these programs.

Tips for Volunteering with Kids

Learning In Afterschool and Summer (LIAS) recently shared a helpful blog with tips and promising practices to support youth with their volunteer efforts. Begin by talking to children and youth about what issues really matter to them and what causes they would like to help. Then, after identifying one or two particular causes, children/youth can collaborate on research to identify organizations that need and welcome volunteer support from children/youth.
